Why aren't the 2 percent trickling down their prosperity to the 47 percent so that they too could pay?

Thats the problem. is when you think someone should be trickling on you, you gotta go out and actively try to make money, if you really want to make money you can unless you have a mental handicap and even they can sometimes make money
